[WIP] Web style updates #67

This PR adds some additional materials to the web-styles guide, namely a bare-bones website that serves as an example to the web style guide.

Currently a work in progress with collaboration from @cam72cam and @Jenneh

Do we want to include bootstrap from the CDN or self host?

I think CDN would be better, that way there are less files to worry about. If you agree, I can make that switch. I'm still making some changes to this; what I have in there right now is just to get things working.

@cam72cam @Jenneh Should we revisit this and try to get something into master?

There is some work being done on a prototype of a large project we plan to use this for. Once the prototype is done, I believe we will have several developers working on this. I'll keep you in the loop!
