wavecat and reselcat location and information needs to be configurable #20

pysynphot should accept a configuration file that species the location and other information related to wavecat.dat and reselcat.dat

This issue cannot be worked on until the fix is committed the astrolib pysynphot repository on assembla. This code will be available when tickets #240 and #243 are closed.

This issue is moved to stsynphot repository because codes that handle wavecat and reselcat are there now.
