Add package dependencies and versions #10

Should be an easy PR- I looked through the scripts and compiled the list of non-standard packages. I also added version restrictions for the latest versions of stistools & calcos.

@stscirij @emsnyder can one of you review this? Should be pretty easy PR, but it's needed for the STIS folks to start calibration work.
