adding package documentation #16

I've added a README and code of conduct file, as well as documentation for a few scripts. The README needs work still, but I wanted to get something up so others can contribute.

It looks like I messed some stuff up in make_stis_x1ds.py and calibrate_stis_data.py. I had tried to un-add these files but I guess it didn't work. Let me fix that...

Ok those 2 codes are better now. Still missing some documentation, but not broken
