Updates to ensure all non-coadd/timeseries scripts run

Testing was performed to ensure all scripts except coadd.py and timeseries.py ran correctly. Mostly minor bug fixes in all scripts with the following exceptions:

the Ullyses class was moved from create_ullyses_hlsp.py to ullyses_hlsp.py.
create_ullyses_hlsp.py was instead repurposed to hold the wrapper scripts to make imaging & LCOGT HLSPs
ctts_cal.py required a lot of changes to work. Most significant was moving hardcoded params to ullyses-utils repo (see ullyses-utils PR https://github.com/spacetelescope/ullyses-utils/pull/22 which should be approved in conjunction with this PR). Support was added to allow creation of timeseries products for multiple epochs.
hardcoded params in make_flagged_fuse.py were deleted since those are now stored in ullyses-utils.
