Changes include

coadd.py: specifying the "bad segments" for COS/NUV data, so that other NUV data can be used as is.
ctts_cal.py: Substantial updates to all functions, including generalizing a lot of stuff so it works with non-monitoring star gratings, and duplicating some functions for more general use.
timeseries.py: always check instrument AND grating, since COS and STIS both have a G230L grating.

I have tested this branch, it runs and produces expected timeseries products for both survey and monitoring t tauri stars.
