Make sure to use same RANDSEED in calcos #5

We use calcos to custom calibrate targets with wavelength shifts and TW Hydra.

We decided not to implement the use of a constant RANDSEED for recalibrated data of monitoring stars, since we use different RANDSEEDs for all other COS data.
