Generate build for DR3 #57

WIP: contains TODOs for both central store references and unknown imports. Once the strategy to remove central store references is finalized in builds for DR1 and DR2, I can address them.

The unknown imports may need addressing by someone more knowledgable. They are:

plot_stis_data, in calibrate_stis_data.py ullyses_jira, in create_ullyses_hlsp.py stis_coadd_x1d, in make_stis_x1ds.py

Pre-DR6 builds deemed unnecessary.
