tests deployed as top-level package. #60

Similar to https://github.com/spacetx/sptx-format/pull/22, "tests" shows up as a top-level entity in site-packages.

$ pip uninstall slicedimage
Uninstalling slicedimage-0.0.6:
  Would remove:
