reorganization of docs

ok, this is a pretty major reorg of the docs

• "citing starfish", "license" moved into new "about"
• "contributing" has become "developer guide"
• the content in "usage" and "getting started" are now in "help and reference"

we'll need to take another pass at reorganizing "help and reference", but this is a solid start, I think
