Add the new version 1.3.0 of of-precice #43742

A new version 1.3.0 of of-precice was released last month and I would like to add it into Spack as well. https://github.com/precice/openfoam-adapter/releases/tag/v1.3.0 I want to inform our co-maintainer @MakisH so that there is no duplication of work. Please note that the underlying precice package for this package has been changed from v2 to v3, which requires a thorough review. Any help would be appreciated.

Hi @kjrstory! I am still working on updating other preCICE components to preCICE v3 (but I had also forgotten about this). If you are already working on this, feel free to ask for help and a review. If not, let me know and I will prepare a PR.
