Clarify Yellow Paper maintainership, Jello Paper usage as specification #29

As new EIPs get added (e.g. Constantinople Jan 2019 HF), the Yellow Paper needs updating and maintainership. Implementors seem to also be using the Jello Paper as more canonical spec.

Where do we file an issue / have the discussion about the ongoing specification of the EVM? There is a shared need here by other chains and implementors (e.g. EthClassic, Enterprise Ethereum Association, Hyperledger, -- we've started calling this "AllEVM").

I will likely post this list of specs into the Ethereum wiki, and make a table which lists maintainers. Some of this material is on the wiki home page.

OK, I stuck this on the wiki --> https://en.ethereum.wiki/maintainers -- and Nick Savers is the YP maintainer.

I'm going to descope this to just maintainership -- if Jello Paper should be canonical is a separate important item.
