Publish as a cygwin package to make it available online #1

Hi @spake

Do you plan to publish astrometry.net as a Cygwin official package based on this guide: https://cygwin.com/packaging-contributors-guide.html

This way it could be easily installed on any new cygwin deployment.

Update: There is one required package (dependency) you forgot to mention in MD file: netpbm

Hi! I don't have plans to do so in the near future, no, but might consider it if I find some time to polish it off and follow that contributor guide.

The basics (solve-field, plot-constellations) seemed to work last I tried it out, though I hadn't run the test suites for either astrometry.net or astropy, so checking they're passing might be a good next step.
