Add middleman #1720

Is your feature request related to a problem? Please describe. As a moderator-Team of a matrix Server middleman can be the solution to speak together to users and let user contact e.G. via @abuse:servername the whole moderationteam of a Server.

While adding a matrix-bot-middleman role would be great, you'd probably wish to know that we have matrix-bot-honoroit already, which does something similar using honoroit. See docs/configuring-playbook-bot-honoroit.md
