Is your feature request related to a problem? Please describe. I think we could set up matrix-hookshot to receive a notification about a new issue (especially one tagged with question label) on the Matrix room, in order to notify the community of the question and get attention to it.

Additional context It will also make sure that the bridge's implementation by the playbook works as expected.
