Include pagination for latest news #70

I don't love pagination. Why would we have it? What's the benefit? Silly Q I know.

Not silly, but the latest post page is already quite long and infinite scrolling is terrible for accessibility (on top of not letting people see the page footer).

got you, I had no idea about the accessibility thing. Can we make the pages big? I don't want to need to page to see all report content, for instance?
