Migrate domain & update site for 2017 #178

We're expected to get upgraded to HTTPS soon. Don't want to mess around with the 2018 domain until then.

But, when we do, I need to:

[ ] shift doathon.opencon2017.org over to 2018 (or not)
[x] schedule this internally, and myself, to avoid downtime at important points
[x] announce downtime
[x] see if Ed can make the changes for us
[ ] make 2018 the primary NB domain
[ ] set up redirects
[ ] monitor propagation and pray it works smoothly

Going to wait for HTTPS move before doing anything. @nshockey unless you object I'm going to reach out to Ed to do the shift. I'm 90% sure I can do it without his help, but that 10% worries me as then it'll be complex to fix and take a lot of (down)time.

All work needed for this is done, domains will roll over at the start of Feb. Closing unless we hit a bug!
