update our issue introduction webcasts to be more globally inclusive

We rely on our intro-webcasts to bring attendee's up to speed, but they themselves haven't kept up with our focus on inclusive programming. It's time for an update!

Our Open Education webcast seems to be the priority area, so I'd suggest we start planning there. If we have time, then we can do Open Access & Open Data too.

These webcasts will form part of the pre-OpenCon preparation for attendees and a large part of OpenCon Live.

To move forwards, we're going to quickly want to decide:

• Format
• Lenght
• Logistics
• Speakers

and other matters.

To throw my own two cents in, I'd suggest:

• A panel (to enable voices from many perspectives). I'd suggest a high level, 10-minute intro describing OE, then 7 minutes to hear from North America, EU, African, Asia-Pacific & Latin American (in no particular order) on the unique challenges and state of the issue.
• ~45 minutes
• I'd sidestep trying to find a time & making sure people have good internet by having people make videos async, and editing them together after.
• No idea, although I think Nicole would be grand for the intro! I'm sure we can reach out to alumni for other slots.

and then I'd suggest we replicate that (with any lessons learned) for other issues.

Panel sounds great! I think asynchronous is the most practical way to do it, although could we coordinate with speakers to make sure there's not too much basic introductory content overlap?

I'm less familiar with OER but we may be able to find some non-NA/non-Europe ones here: http://roer4d.org/

I'm sure @bradyyano and @txtbks have more suggestions!
