APPAT-43 - Adjust Header Styles

Reduces Apprenticeship Logo header width to 75% in desktop view on About and Submit page
Adds consistent top and bottom margin on About/Submit h1 tag to align with other h2 headers on the page

APPAT-42 - Remove double H1 tag on Home page

removes h1 tag from "Apprenticeship" logo on the Home page
updates subheaders to appropriate hierarchy of header tags
