Let's not just randomly host assets that do not belong to us. The file is most likely accurate because of community effort (they have a Crowdin page), and Essentials already ships these language files in the plugin jar, it tries to autodetect the server locale and if that fails, it falls back to English. You can always override this via the config, there's an option commented out.
