Added Rotation Limit feature

Bumped version to v1.2
Added new EEPROM backed register called Rotation Limit (valid values from 0 to 32767)
Rotation Limit defaults to 0, which disables new Rotation Limit feature, thus v1.2 is the same as v1.1 until you write a non-zero value to Rotation Limit
If Rotation Limit is non-zero, the Encoder Counter value is limited to 0 to Rotation Limit
This means that if you have (say) a 360 count encoder, and you set Rotation Limit to 359, you will never get an Encoder Count of less than 0 or more than 359. Instead, the value will just 'wrap around'.
Also fixed all compiler warnings

If this PR is merged, the register map that's part of the SparkFun project page should be updated to include the new Rotation Limit register
