Update install instructions on Ubuntu and Windows #19

With introduction of fat source gems, this is less exciting, but we could describe the install options instead?

Howdy!

Thanks so much for submitting this PR! Apologies for taking so long to respond.

You're correct that the Ubuntu docs are out of date, but I'd almost prefer to just omit the "ruby developer dependencies" at this point, rather than try to track them across multiple versions of the distro.

As far as Windows go, however, unfortunately we don't officially support building the gem natively on Windows. If you can get it to work, that's awesome, but at this point we don't have the time or resources to take on yet another supported build path.

There was recently a ticket opened about this:

and I invited that dev to open a discussion on nokogiri-talk about windows DevKit support; I hereby offer you the same opportunity.
