Make a landing page for Tutorials #24

See https://github.com/sparklemotion/nokogiri/pull/1922/files for evidence that people expect the README link to land somewhere besides the nokogiri.org home page.

I'd like to generate a landing page for the Tutorials which contains a TOC for the tutorials. This will allow us to work around the fact that MkDocs doesn't do that itself.

Please note we should credit @pkayokay for the idea of having better tutorials redirection.
