Upgrade Octokit #20

Better fixes the issue that came up in https://github.com/octokit/plugin-rest-endpoint-methods.js/issues/172

For some reason elm-review 2.2.6 has a problem with the --elmjson option and the action is still using 2.2.6 to run. Will try again tomorrow.
