Split out struct functions #63

Per #57 - 14.3 no longer works, originally the change to use the spark version was just for 14.3, and that no longer works.

1) rollback the change 2) split the change into <3.1.0 and >=3.1.0 impls with the latter forwarding to the actual spark versions

tested on 14.3 and 9.1 full and ce versions
