[Teams and Workspace] User is able to invite member when there is zero workspace #1731

🐛 Bug Report

Steps to reproduce:

Login to sparrow and create a team where there is zero workspaces.
Invite a person as admin and then change the role of this admin to member.

Expected Behaviour: According to login Owner should not be able to invite any member until there is at least one workspace.

Actual Behaviour: By this process owner is able to invite a member with zero workspace in the team.

as a member, when I am opening invited team which having 0 workspace, encounter with blank screen, it should be informative

-If we change the view, then following message is coming(it should not come as I am member)
