Fusion Reactor steals ressource, even if not producing energy #461

If either Hydrogen or Helium is empty, the energy production of fusion reactors goes to 0. But it doesn't stop from emptying the other ressource. (I can come up with a story explaination, but maybe it should be changed)

seems not a problem in v1
