Update spammer-check-event.php

• Fixed to use more efficient single queries to StopForumSpam and BotScout instead of two separate queries.
• Add Logging using EventLogger if it is enabled.
• Die() if a spammer is detected with a terse message. Need to improve.

Thanks for the merge but the Readme.txt should not have been merged.

You might want to remove my comment. I just wanted to make clear on my copy where it came from.
