CircleCI: exclude Sphinx versions with regression in LaTeX mode #791

This avoids a regression in Sphinx (https://github.com/sphinx-doc/sphinx/issues/12331) which will be fixed in the next Sphinx release (either 7.3.8 or 7.4).
