Use Buildkite Auto-Managed Groupsync Teams

Switch to using teams which are automatically managed by groupsync.

If there are any mistakes or other manual teams that we missed, please feel free to add commits to this branch to resolve.

Immediately post-merge, roll out permission changes via circle:

• [ ] Run circle ci pipeline check, look at the diff, then run circle ci pipeline check --fix to update all pipelines in this repo

OR

• [ ] Run circle ci pipeline push --name <pipeline> to update one at a time
