I feel that it is in the best interest of the users of Ray to be directed to the best resources for the language they're using, and referencing outdated/abandoned integration packages is detrimental to the overall developer experience.

This PR replaces the javscript package reference to m1guelpf/ray-js with permafrost-dev/node-js.
