Every start Ray will install the same version. #852

Describe the bug Very day, I start ray. Every day it says there is a new version. Every day I say it's OK, please install. But the version the last days is always the 2.7.5

Versions Ray version (you can see this in "About Ray"): 2.7.5.0 Installation for all users on Windows.

To Reproduce Steps to reproduce the behavior: Start ray...

Expected behavior Only install, if there is really a new version.

Desktop (please complete the following information): Edition Windows 11 Pro Version 22H2 Installiert am ‎06.‎04.‎2023 Betriebssystembuild 22621.2361 Leistung Windows Feature Experience Pack 1000.22674.1000.0 Prozessor AMD Ryzen 5 7600X 6-Core Processor 4.70 GHz Installierter RAM 64,0 GB (63,2 GB verwendbar) Systemtyp 64-Bit-Betriebssystem, x64-basierter Prozessor
