Rethrow exception about being unable to read file for placeholder generation in SSG context

If no exception is thrown then developers will never find out that there is something broken with placeholder generation when running SSG. Solution is either disable placeholders or add this fix: https://github.com/spatie/statamic-responsive-images/issues/178#issuecomment-1310963543
