Tweak documentation and templates

Expected Behavior

README documentation needs updates. The issue log and PR templates also need updates.

They are not updated?

I always forget to load a screenshot for issues, and the PR template just needs better formatting.

Update them?

[x] The issue template has a heading for screenshots
[x] The PR template has tightened up formatting
[x] The README is updated with a less combative tone.
[x] Make sure that it's clear that this software is not supported or affiliated with UTK.
[x] Update doxyfiles to be consistent with the readme and wiki.
[x] Update the wiki's tone as well. Once again making it clear that this not supported or affiliated with UTK.
[x] Update the doxyfiles so that they do not contain repeated information from the wiki.
