Turkey Non-EU VAT rate #8

Add Non-EU Turkey VAT rate 18%, in a similar way to Norway.

TR is in VatRules from upstream, added in https://github.com/mpociot/vat-calculator/pull/69 – this should be removed, together with Switzerland added in the same PR.

This was the original problem requested in https://github.com/mpociot/vat-calculator/issues/97 but I've misunderstood.
