Austin ophyd #167

Add robot ophyd and tests. The code test and the device test at 25-ID-C have passed.

Looks good to me. Please apply the black auto-formatter first: black src/, then you can merge. The automated tests (CI) can't run because of the reverted merge from earlier. I think you'll need to do it using the command line instructions.
