weighted exposures for XAFS energy scans #180

The math for weighted exposures in XAFS scans in energy space should be discussed.

I thought we decided to not to add any weights for xafs scanned in energy space? So when choosing to scan in the absolute energy space (no E0), the weighted exposure boxes will be disabled automatically.
