Support for recording ion chamber gas mixtures #228

We need a way to keep track of which gases are in the ion chambers. Eventually this may be replaced with an automated mass-flow-controller system. But for now, we need to manually record the following for each ion chamber

Gas identity (e.g. N2)
Gas flow rate number
Gas flow rate unit
Ion chamber length

Most likely the data will live in an EPICS record with no other support (just capture the value), or maybe calculate the percent compositions from the flow rates?

The flow valves tend to be in units of "mm". Is there a way to convert this to real units (e.g. L/min).
