Instead of specifying how many times we want to perform an XAFS scan, we want a way to specify how "good" the data need to be then stop.

Based on 2024-08-15 meeting:

@yannachen will work on a function that accepts xdata (energy), ydata (e.g. -log(It/I0)) and produces some measure of spectrum quality, for example signal-noise ratio?
@canismarko will write a plan that performs scans until this value is below some threshold TBD

This is done using random noise in Shelly's book Chapter 14. The file name is data_noise.py.
