Prepare for release (1.6.0 and 1.7.0-insider) #247

This PR prepares the October patch to VSCode. For everything in the October patch, see this milestone. Since it has been a while since the last proper, non-insider release now and most new features have been in insider preview for a while (hence tested), this also prepares the next minor release drafted here.
