Removed GCC 13 from Pace CI #1575

Fixes various smaller issues of the Pace CI:

Removed installation command for non-existent gcc-13 package
Adds Pace CI to merge queue (see: https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/configuring-pull-request-merges/managing-a-merge-queue#triggering-merge-group-checks-with-github-actions)
Adds apt-get update before apt-get install
Adds -y flag to apt-get install
