Utilize the SPDX generated fsf-api data #119

Resolves issue #77

As a result of the latest FSF metadata, several new license ID's have the FSFLibre flag added with a value of true:

BSD-2-Clause-NetBSD
BSD-2-Clause
eCos-2.0
EUPL-1.2 (EUPL-1.1 currently has the FsfLibre set to true)
GPL-2.0+
GPL-3.0+
LGPL-3.0+
LGPL-2.1+
Nunit (deprecated license since it matches the zLib license text)
OFL-1.0 (OFL-1.1 currently has the FsfLibre set to true)

I manually reviewed these licenses and the change looks reasonable.
