Update Schema to disallow alt and optional tags within copyright, bullet, and title text #1965

The <copyright>, <bullet>, and <title> tags generate replaceable text in the templates. Including any <alt> or <optional> text inside these tags will cause errors in license matching.

We should update the XML schema to disallow these explicitly.

This is related to https://github.com/spdx/LicenseListPublisher/issues/162

The schema file in this repo should be updated. I won't have time to work on this until SPDX 3.0 is released. Unless @zvr or @swinslow has time to work on this, I would suggest leaving it open until next month - it is still an issue, albeit a lower priority issue.
