Update Motosoto.xml #2574

fixes #1966

Note, the XML file will look like there are more updates than there is, as I ended up pulling it into another editor to fix the existing nested tables and add the missing text.

The numbering was also a challenge b/c the updates on OSI that is the source of the original issue here (https://github.com/OpenSourceOrg/licenses/issues/86 ) has been completed, but the numbering on the website at https://opensource.org/license/motosoto is not sequential

ugh, I have spent a bunch of time on this and can't see why it's failing right now!
