Please review the SPDX License Inclusion Principles, which were linked from the license request submission page.
From a quick skim of the license you submitted, it appears that the following is the case:
- It prohibits commercial use, so it would not be considered to substantially comply with the Open Source Definition or the other definitions listed in "Other factor" 1 from the Inclusion Principles.
- It appears to be a brand new license, given that it has today's date; and I see no evidence of it being used by anyone else or any project other than your own.
Given this, I'm afraid this will not be approved to be added to the License List in its present form or at the present time. If there is extremely significant uptake of this license by a variety of communities sufficient to warrant adding it to the list, then it can be resubmitted for consideration again in the future.
