Add issues to add open source projects supporting the SPDX format

We're re-working the SPDX website for the tools page and need to collect information on the existing open source tools.

The issue is being used to track adding new request forms to this repo for open source projects listed on the current website + any additional open source tools we are aware.

We're looking for volunteers to help track down the information and submit issues - if you'd like to take one (or more) of the open source projects, please add a comment to that effect. Also, feel free to add additional open source projects we should be adding.
