Proposal: Move LicenseRdfaGenerator to a separate github repository #147

To reduce the number of dependencies on the core library and help resolve issue #145 we could move the tools used to generate the spdx.org/licenses into a separate repository. This would also reduce the changes in the core library and reduce the need for some of the releases.

I believe this tool is only used SPDX legal team.

Proposed name: License Data Generator
