Implement Public Viewable Workspaces #8

As someone with SQL access, I expect to be able to mark my workspace as Public.

A "Public" workspace gives ReadOnly access to all users. If a user is explicitly an Owner of the workspace (or an Admin), they retain the ability to make changes to the workspace
