Feature request: joint publications without having to override boilerplate #1703

A passing thought while putting w3ctag/security-questionnaire#86 together.

It'd be nice to simply provide two Group values in the metadata block, instead of having to override boilerplate with something nearly identical. Whenever I override boilerplate—especially when the override is a slight modification to the underlying boilerplate—I take on additional maintenance burden to make sure the boilerplates stay in sync.

That said, joint publications are probably rare enough—and the complexity of fixing this in the boilerplate code high enough—that maybe doing nothing is the right thing here.

What would be the effect of that? The two groups have distinct boilerplates; how should this be handled?

I dunno! That's why I filed an issue instead of going straight to writing a PR. It'll require some thought.
