chore: transfer repository from w3c to speced org #4723

Closes https://github.com/w3c/respec/issues/4713

I cleared changelog, but referenced old commit till the changelog.md was maintained. Too many w3c/respec references there.

Will merge https://github.com/speced/respec-web-services/pull/420 after merging this and transfering.
